Watchlist on Children in Armed Conflict: A Concerning Reality

In February, the Secretary-General (SG) is set to submit a report detailing the implementation of UNSOM and AMISOM’s mandates as outlined in SCR 2592 (2021) and 2568 (2021), respectively. The report will provide valuable insights into the efforts made by these organizations to protect children from the devastating effects of armed conflict.

Unfortunately, the situation remains dire. The Somali Federal Defence and Police Forces are listed for their involvement in heinous crimes such as recruitment and use, killing and maiming, and rape and other forms of sexual violence against children. These acts are a stark reminder of the need for urgent action to protect the rights of children.

In its latest annual report (S/2021/437) on children and armed conflict (CAAC), the Secretary-General highlighted Al-Shabaab as responsible for all five ‘trigger’ violations, including killing and maiming, abduction, recruitment and use, sexual violence, and attacks on schools and hospitals. This is a grave concern that requires immediate attention from the international community.

Furthermore, Ahl al-Sunna wal-Jama’a (ASWJ) has been listed for its involvement in the recruitment and use of children in armed conflict. These acts are not only morally reprehensible but also have long-lasting consequences on the victims, their families, and communities as a whole.

The watchlist on children in armed conflict is a powerful tool that highlights the organizations responsible for these heinous crimes. It serves as a reminder to all parties involved in armed conflicts of their obligations under international law to protect children from harm.

It is crucial that the international community comes together to support efforts aimed at preventing the recruitment and use of child soldiers, protecting children from sexual violence, and promoting accountability for those responsible for these atrocities.

The report by the Secretary-General will provide a detailed analysis of the situation on the ground and offer recommendations for addressing this pressing issue.
